We've all had it happen at times. New neighbor moves in and they've got a dog they let bark day and night. So how do you handle it? If you have an HOA, do you call them and complain? Do you walk over and risk turning what could be perfectly nice people into enemies because they don't want to hear that their dog kept you awake the night before and then started in and woke you up at sunrise? Do you call the cops and complain about the noise?
Maybe you were the one with the barking dogs. How did you shut them up?
Quite the quandary. Obviously, the neighbor isn't courteous since they allow the dog to bark. Personally, I'd go talk to the neighbor first and if that doesn't take care of it, contact the HOA since you pay for that service. Also, here is an excerpt from the local statutes regarding a constantly barking dog.

Horrible situation to be in. I'm lucky, our neighbours dog does have barking sessions when the neighbour is out but not that many, but they can go on for hours and are totally annoying. I can live with it as it's intermittent but if it's constant your gonna have to do something.
I'm with pukn, go have a chat, it carries a risk but making a complaint to an official organisation carries a greater risk if neighbours are not your reasonable type of person. As for stopping dogs from barking, I think that a well looked after dog that is walked plenty and cared for won't bark for no reason in the first place. Little use to you :-(

That's not a easy place to be in, and I will just add that I don't think it's fair that you have to be put in that situation, the owners of the dog should know it's a problem and fix it themselves without putting there neighbors out. I think Pukn nailed it, that's exactly how I would handle it : )

You live in Arizona right??? Where everyone has a gun??? Don't go over there and talk to them. As a person who sits on the board of directors of my HOA, the complaint is confidential and they will take care of it for you. Much safer, much more civil, leaves no animosity. I'm just saying....
So here is the problem I see. Everyone lives in fear now, we used to talk to each other and actually got to know our neighbours. Sometimes, it was good, sometimes, it was bad, but we all kind of knew where we stood with each other. Now, we use a proxy to mediate issues we don't want to get involved with. MrsMo, I think your neighbour would appreciate you going to them first and talking to them before receiving a nasty-gram from the HOA. They might feel like someone is being chicken shit about it and should have just gone to them before going to the HOA.
But then, most people don't like to get into confrontations.
